Malu dan tidak dapat menerima hakikat bahawa anak adalah orang kurang upaya (OKU) menjadi antara punca utama kebanyakan ibu bapa enggan mendaftarkan mereka sebagai murid berkeperluan khas (MBK) di sekolah kerajaan. Timbalan Menteri Pendidikan, Teo Nie Ching, berkata justeru kesedaran ibu bapa di negara ini masih rendah untuk menghantar anak terbabit ke Sekolah Pendidikan Khas atau Program Pendidikan Khas Integrasi (PPKI) dan Program Pendidikan Inklusif di sekolah kerajaan.
